No he is not! Indeed there are no more HD MPEG-2 channels on Dish Network. But there certainly are plenty of mpeg-2 SD channels left on the western arc satellites. In fact, are there any SD channels on Dish that are available only as mpeg-4? If not, then how can we say they are being phased out?
