I received an update from Product:

For OTA channels we have available metadata for, you can record them via DAny. For OTA channels we do not have available metadata for, you cannot. This will vary with each DMA, but we have metadata for most of the big 4 (ABC, NBC, CBS, Fox) in each market.

If you have a specific channel you are attempting to record, I may be able to verify if we have metadata or not.
Yes, any of the Austin Texas main channels like kvue (abc), kxan (NBC), keye (CBS), fox (ktbc), cw (knva), & PBS.
I've never been able to record on any of them.
Now that I'm about to leave for a 7 week trip if I can't record any new fall series, I'll have to find on demand when I get home or some other way. Having the ability to record on the road with DA would be extremely helpful. Thanks for anything you can do to help.

To add myself to this issue, CBS KPIX channel 005-01 in the SF Bay Area will not allow me to record nor will ABC KGO channel 007-01.

I wonder if this helps. I have the guide up in the DishAnywhere App on my iPad for our South Bend/Elkhart Indiana DMA. We do not have Locals on our Dish account, so we watch our Locals via the AirTV Dual-Tuner USB dongle attached to our Hopper 3.

I selected "Law & Order" at 10:00 PM, tapped "Record", and selected "New Episodes". It came back with the following Error:

If I select the program "Law & Order" in the Guide, tap "Info", then tap "Record" and select "New Episodes", it shows the new timer creation request was successful:

But, it looks like it's creating the new timer for Sundance, Channel 126, not 16-01? A similar thing happened to the other Law & Order show at 9 PM, it created the timer for USA Channel 105.

This is the crux of what I reported in the first post. When trying to set a timer for local channels (OTA, not through Dish), it fails with error you show. Any other channel you get directly through Dish will allow you to set a timer.
 
Here we are in the fall season and of course I'm going to be out of home for 7 weeks when new shows are starting up. Since I can't use DA to set a timer on a local (OTA) channel I get through dish, is there a way to set a manual timer without a program name, like date, start time, stop time, channel? If Dish doesn't have this feature, since they obviously can't fix the issue in my original post, maybe this should be an old fashioned "set the VCR timer" fix from the 90's.

Do you mean set that manual timer via DA? I don't think you can do that. You can set a manual timer on your Hopper but you can also set a guide timer in advance on the same Hopper. You can set series timers on the Hopper and watch them on DA and actually delete them from DA.

RIght. DA doesn't have a way to set a 'blind' manual timer like in the old vcr days. If it did, then I don't need any 'metadata' in my OTA local channels via antenna and could set a manual timer while I'm OOH and then set it permanently on the Hopper when I return home. Like I said, since they can't fix this problem, maybe they should add a manual timer on DA or come up with another solution to be able to record OTA locals when OOH via DA.
