Long story short, uncle got a new apartment but they will not let him have satellite service. Is that possible....

If he can set up a dish in an area under his control, they can't stop him.

But it (usually) cannot hang over the balcony railing. Nor can it be set up in a common area.

What did they say when he asked before moving in. Some places are more lenient than others as to sticking strictly to the law or allowing more latitude.

Correct. The 101 sat is over the equator and a bit west of San Antonio TX.
