FiOS delivers all linear channels using a 860MHz QAM system. The main difference between FiOS and traditional cable companies, besides the absence of analog channels, is the use of IP (rather than QAM) to deliver VOD and guide data. Internet / Data is delivered with a separate wavelength of fiber, so it does not take any bandwidth away from TV.
The True2Way standard only supports VOD and guide information delivered over QAM. Verizon has proposed that some existing CableCard hooks be reserved for another standard known as VueKey; VueKey would support guide information and VOD delivered over IP.
It will be a long time, if ever, before people separate the two companies. In the end, they're part of the same larger company regardless of their name.
