I think they read the instructions bass-ackwards. You can see the f/D scale way in front of the scaler and the Cband elbow is even facing the wrong way.
It reminds me of a cartoon in Playboy about a hundred years ago. Airplane workers were all standing around a half finished WWII era German fighter plane with its nose angled off on an awkward and obviously not meant to be 45 degree angle. In the background was another worker trying to straighten out a blueprint with a corner folded over. The caption read, "They were afraid to ask."
I believe this thing assembled its self in the box, and everyone thought it should be that way.
