I checked the Play store on my Gemini and the Dish Anywhere app is in the Play store so yes you can install it. I am doubtful the channel numbers on the Gemini remote will work for the channel numbers on the app.

The app streams the channels via the internet. It doesn’t get them from the HR44. And yes it is probably a streaming rights issue with the missing channels.
That is new with the the recent changes on satellite that they don't waive the TV fee on the first TV. So in that case if you don't want any TV access fees you would have to go with the streaming option using your own devices.
You do not have to on satellite either. There is no TV access fee on satellite if all you have is the Genie and then you can watch everything else on the app. (unless one of the channels you watch isn't on the app which is a possibility) 😁
Yes they do have the TV access fees on streaming if you get receivers from DIRECTV. You can also do the same with satellite and use the app and get rid of all your receivers except the Genie server. DIRECTV does not charge a TV access fee if you only have one receiver.
